Extension of the existing McCloskey International Facility to provide new assembly and office building and associated works

Welcome to the Online Community Consultation for McCloskey International Ltd. This Consultation relates to the extension of the existing industrial building (McCloskey International Facility) and it seeks to amend and update the previous planning permission to meet the company’s current needs at lands at Unit 3, Granville Industrial Estate, Dungannon, BT70 1NJ.

McCloskey International is a global manufacturer of processing machinery. It was established in 1985 and is now one of the largest manufacturers of portable equipment in the world, including a line of equipment including crushers, screeners, stackers and washing systems. The facility in Granville operates the world’s premier crusher and screener engineering office.

We are currently consulting with the local community about this proposal, to explain what is currently proposed and to obtain feedback about the proposed development to help to inform the design process prior to the submission of the planning application later this year.

The method for this Consultation includes this online website and an in-person Public Exhibition, as listed below:

About our Proposal

Site Location

The proposal relates to the lands located at Unit 3, Granville Industrial Estate, Dungannon, BT70 1NJ outlined in red below:

 

The site extends to some 2.3 hectares as illustrated in the image below:

 

The site is accessed via the existing Granville Industrial Estate via the A29 Granville Road.

The site comprises the existing McCloskey International manufacturing facility in Granville. This currently comprises:

  • Existing hardstand yard, for circulation, parking and external storage and testing.
  • Existing Assessmenbly building with approval to extend the existing building tothe north east.
  • Existing external machinery testing area.

 

The image below provides a layout of the previous planning approval, granted under application M/2012/0519/F in January 2014.

The area where the new building is proposed is located in the northern section of the site, outlined in blue in the Proposal  Section further below. This area was given permission to be used for external testing of assembled plant and machinery, as noted in the drawing above.  

 

Planning Context

As detailed below, the site is located within the Settlement Development Limit for Dungannon and is zoned as ‘Land for Employment as designated through the Dungannon and South Tyrone Area Plan 2010 and indicated on ‘Map 86 – Granville’ of the Plan.

The Area Plan encourages industrial and employment uses within the lands shaded pink, and this includes the application site. It is therefore considered to be in comlpiance with hthe Area Plan.

What’s Proposed

The proposed scheme is described as;

‘Amendments to development approved under M/2012/0519/ F, to include; the erection of new portal frame assembly building with attached staff offices and welfare facilities, reconfiguration and extension of vehicle parking (part-retrospective), perimeter bunding and fencing, drainage infrastructure (including a waste water treatment tank) and associated work on lands at Unit 3 Granville Industrial Estate, Dungannon’.

McCloskey International Ltd seek to expand their manufacturing facility, the new building is to be located in the northern corner of the existing yard and will help to physically enclose the yard and will act to create a buffer to the surrounding countryside.  This has been designed to help mitigate against noise breakdown and will visually enclose the site from the open countryside to the north.

It is envisaged that this extension will provide facilities that will enable the manufacturing facility to function and produce goods at a greater capacity. This will be developed through the iterative design process.

The proposal is to redevelop the previously approved ‘testing area’ within the existing McCloskey International site and to construct a new assembly building and attached offices.

This will include:

  • Second assembly building (finishes to match existing and will include grey Kingspan walls and grey roof)
  • New office space
  • New car parking

Upgrades will also be carried out within the existing yard to provide more car parking and enhanced circulation space.

    What Happens Next?

    At the end of this Consultation period the applicant, McCloskey International Ltd, intends to submit this planning application to Mid Ulster District Council.  In the meantime we are keen to hear the views of the local community and are carrying out this Consultation to help inform the design process prior to submission of the planning application later this year.
